摘要：近年来，随着我国市场经济的发展，我国中小企业已经成为国民经济的重要组成部分。经济体制的转换要求企业经营管理者的思想和观念也随之更新，因此企业界逐渐形成了这样一个共识，那就是现代企业必须重视管理，企业管理应以财务管理为中心。但现阶段我国大部分中小企业由于资本和技术构成较低、一味追求销量和市场份额，忽视了财务管理研究和应用的核心地位，使企业财务管理的作用没能得以充分发挥。财务管理水平决定了中小企业的市场竞争能力，财务管理问题会制约中小企业的发展。所以，研究我国中小企业财务管理问题具有重要的意义。
本文介绍了财务管理在中小企业的重要性，研究海开集团财务管理的问题，从海开股份的融资管理和投资管理方面论述了如何提高海开股份财务管理水平。

Abstract：In recent years,with the further development of China’s market economy,China’s SMEs have become an important part of the national economy. The conversion of the economic system requires the ideas and concepts of enterprise managers also be updated. Therefore, the business community gradually formed a consensus, that is a modern enterprise must pay attention to management and financial management is the center of Business management. But at this stage, Most of our SMEs because of capital and technology to lower or the blind pursuit of sales and market share, ignoring the core of research and application of financial management.So the function of enterprises’ financial management could not be fully tapped.Financial management level determines the production scale and market competitiveness,so Financial management issues restricting the development of SMEs.Therefore,the study of current China’s SMEs financial management problems has an important significance.
This paper introduces financial management of the importance of SMEs, research financial management’s problems in HaiKai Co.,Ltd.Discusses how to improve the financial management level of HaiKai Co.,Ltd from aspects of finance management and investment management.

研究背景：财务管理是企业管理的重要组成部分，渗透到企业的各个领域、各个环节中，财务管理直接关系到企业的生存与发展。这不仅表现在与其他部门资金往来方面，而且其他部门的决策也要听取财务部门的意见，接受监督。加强财务管理，实现资本的保值、增值具有其他部门不可替代的作用，财务管理处于企业管理的中心地位，抓住了财务管理，就抓住企业管理的关键。所以，财务管理的研究对探索企业发展趋势，完善会计理论，促进企业和会计相关学科的建设都有重要意义。但现阶段大部分中小企业由于资本和技术构成较低、一味追求销量和市场份额，忽视了财务管理研究和应用的核心地位，使企业管理陷入了困境；很多中小企业受管理者素质的限制，往往存在会计核算制度不健全，财务管理人员缺位的现象；企业财务管理的作用没能得以充分发挥。
