摘要:经济资本是当代银行业顺应国际监管要求,在金融市场高度发达和面临复杂风险的形势下,注重内部资本管理、并超越资本监管要求而产生的全新管理理念,是加强商业银行内部资本管理和风险管理的重要手段。经济资本的数量和结构同时还影响到银行的安全程度，进而影响到整个金融系统、社会经济的稳定。经济资本管理的实质风险管理，即对各种损失进行计量。因此，资本监管也是监管当局对商业银行进行严格监管的重点。我国商业银行迫切需要加快经济资本管理的步伐，逐步改进经济资本管理的模式。
本文论述了商业银行经济资本管理的概念与作用，分析了中国农业银行实施经济资本管理中存在的问题，进一步就如何平衡风险控制与业务发展之间关系，提高经营管理效率和资本回报水平，推动各类资产的优化配置，推动业务结构、资产结构和盈利结构调整，给出了加强我国商业银行经济资本管理的建议。

Abstract: The economic capital is the contemporary banking industry to comply with international regulatory requirements, highly developed in the financial markets and faced with complex risk situation, focusing on the management of internal capital and beyond the capital regulatory requirements arising from the new management philosophy, is to strengthen the commercial banks' internal capital management and risk important means of management. The number and structure of the economic capital also affect the degree of safety of the banks, thereby affecting the entire financial system, socio-economic stability. The substance of the economic capital management risk management, and that various types of losses are measured. Therefore, capital regulation is the regulatory authority of commercial banks focus of strict supervision. China's commercial bank is an urgent need to accelerate the pace of economic capital management, and gradually improve the economic capital management mode.
This paper discusses the concept and role of economic capital management in commercial banks, the Agricultural Bank of China exists in the implementation of the economic capital management, further on how to balance the relationship between risk control and business development, enhance the management efficiency and return on capital, and promote optimize the allocation of various types of assets to promote the business structure, asset structure and profitability of structural adjustment, and recommendations to strengthen the management of economic capital of China's commercial banks.
