摘要：CPI的高速增长促使央行在货币政策上作出了调整。由于紧缩银根，众多民营中小企业出现了巨大的信贷资金缺口，民营企业家出现了集体携款外逃的现象。基于这样的背景，本文从企业发展的内因和外因两个维度去探析近期民营企业家“跑路”现象背后的成因，并据此提出针对性的政策建议。

Abstract: CPI growth in central bank monetary policy to make the adjustment because of tighter money, many small and medium-sized private enterprises as a huge credit funds indentation, private entrepreneurs to appear with the money of the exodus of the collective phenomenon based on the background, this paper from the development of the enterprise internal and external causes two dimensions probing recent private entrepreneurs to run road behind the causes of the phenomenon, and then put forward specific policy recommendations.

合理地解决民营经济问题是中国经济必须跨越的一步。本文以温州为例从内外因分析探讨了当前民营企业家纷纷“跑路”的成因-资金断裂。资金断裂一方面缘于民营企业的经营困局，另一方面缘于民营企业在现行体制下的融资难问题。民营经济不得已求助于当前还不规范的民间借贷来解决自身的发展问题，据此引发了这次民间借贷危机。我们需要反思此次民间借贷危机的根源，背后存在的体制弊端及监管漏洞，同时，还应探讨利率管制下民间借贷的出路乃至中国实体经济的转型之路。
