摘要：在现如今城市化高度发展、人民物质需求和精神需求急剧膨胀的社会转型期，城市社区日益发展为一个不容忽视的社会单位，无论对人们日常的生活还是对国家的经济建设、安全稳定都有着巨大的影响。而城市社区文化建设作为一个社区的精神内核，在满足人的精神文化需要、提高人口素质方面更是具有重要的现实意义。
本文以进一步繁荣城市社区文化，活跃社区文化，推进精神文明，促进和谐社会为目标，主要是通过对当今城市社区的文化管理体制的深入分析，并结合已有相关著作，透过城市社区文化不断发展的现状，从根本上探讨促进社区文化进步的本质，不仅看到城市社区文化建设面临的主要问题，如工作体制仍为落后、管理水平有待提高、居民的文化建设认识不够以及资金投入仍存在很大缺口等。同时，本文也根据存在的这些问题，提出了自己的建议：首先，加强城市社区居民的文化建设观念，这是重中之重；其次，要健全城市社区文化管理体制和文化创新机制，建立资源共享机制；再者，各级政府机构、全体社会成员都应加大对城市社区文化建设的扶持力度，增加资金投入；另外，我们还应该大力发展城市社区文化建设的专业人才队伍，鼓励文化爱好者加入进来等等。
