摘 要:伴随着我国市场经济的迅速发展，建设工程造价的计价模式逐步从工程量清单计价模式转变为定额计价模式。工程量清单计价模式是一种新型的市场定价计价模式，它要求企业实行自主报价之后由市场交易形成建筑产品的价格,能更好的适应市场经济发展的要求，这种计价模式在我国自推行并实施已经两、三年的时间，但由于多方面原因，在具体的应用过程中出现了一些问题，为了更好的解决这些问题，使得在工程管理中工程量清单计价模式能充分发挥作用，本文通过对工程量清单计价体系的构成和应用方法的研究，把对工程量清单计价体系的研究作为研究的基础，通过分析国外工程量清单计价体系的组成和特点，结合我国清单计价体系的特点进行总结和评价，进而提出改进和完善我国清单计价体系的意见和建议。本文除了研究工程量清单计价体系本身外，还介绍了工程量清单计价的招标投标阶段在工程管理过程中的具体应用,探索工程量清单在工程管理中的应用方法和技术问题,从应用的角度出发,来进一步规范我国的工程量清单计价。概括起来说,我国工程计价的市场化是以工程量清单计价体系为基础的,但是工程管理过程中的应用还存在一些具体问题,需要对国外工程量清单计价体系的先进做法做进一步的学习,对我国清单计价规范进行更深层次的改进和完善。

Abstract:With the continuous development of society, the valuation mode of construction cost gradually from quota valuation mode of BOQ valuation changes to. Valuation mode requires the enterprise independent quotation, the formation of building products by the market transaction price of engineering quantity list, is a kind of market pricing of new valuation mode, can meet the requirement of market economy development, the valuation mode in our country and the implementation of more than two years, in the specific application process, because of many reasons. Some problems, in order to solve these problems, the valuation mode of bill of quantities and give full play to the role in project management, this paper studies the structure and application method of engineering quantity list valuation system, based on engineering quantity list valuation system as the foundation, through the analysis of the list of engineering quantity valuation composition and characteristics of system, and summarize the evaluation and BQ estimate characteristics, and then puts forward on our list valuation system improvement suggestions. Based on the study of engineering quantity list valuation system itself, this paper also introduces the engineering quantity list valuation specific application in the project management process, including the application in bidding, contract management, construction and other aspects, exploration and technical engineering quantity list method applied in project management, from the application point of view, to regulate our bill of quantities. In general, will lay the foundation of market of our country engineering quantity list valuation system has valuation for the project, but the application in project management process there are still some problems need further study abroad, advanced practice of engineering quantity list valuation system, to our country code of valuation with bill quantity improvement.
