摘要:中小企业是国民经济的重要组成部分,在国民经济和社会发展中具有重要地位。中小企业在扩大就业、推动经济增长等方面具有不可替代的作用，支持中小企业发展具有全局和战略性的重要意义。然而我国中小企业与国企相比没有成熟的规章制度，没有政府补贴，没有政策倾向。其发展有观念上、政策上和法规上的制约，应采取相应的对策,促进中小企业的发展。所以中小企业如何在复杂多变的环境中生存和发展壮大就显得尤为重要。本文从我国中小企业发展现状，以及发展特点这两个角度出发，探索了我国中小企业发展中存在的问题，最后提出了相应的整改对策。

Abstract:Since the reform and opening up, the medium and small enterprises in China began to get active, especially in the 21 st century, small and medium-sized enterprises are growing rapidly. The rise of small and medium-sized enterprises, especially foreign trade mainly in the medium and small enterprises in China's economic development has brought infinite vitality. But at present, there exist some external and internal problems has seriously hindered the healthy growth of the small and medium-sized enterprises, a direct impact on the economic development of a country long-term plan. Through in-depth study of the small and medium-sized enterprises, promote the development of small and middle-sized enterprises find methods and measures is of great significance.

对中小企业的发展与创新提出了一些看法和对策，其实经济在不断发展，相关的理论和政策也随之不断前进，就我国国情来讲，中小企业发展与创新充满了机遇，但能否把握住这些机遇，能否在日益激烈的市场竟争中立足，国家能否加大扶持力度，创造中小企业发展的优越环境，中小企业又该如何努力挖掘自身潜力，创造出更多的发展与创新模式，这些都离不开政府与企业的共同努力。总而言之，我国中小企业的发展与创新之路充满希望，但不会是一帆风顺，我们应利用开放化经济所能提供的一切便利条件，在立足本国国情的基础上，吸收国外先进经验，努力为中小企业的发展开拓出一条康庄大道。
