摘要：潍坊市是我国的农业大市，也是农产品的出口大市，有良好的农业基础、相对成熟稳定的出口市场环境。2011年人口统计数据显示潍坊农村人口总数占全部人口的45.7%，农村人口数量多。近年来，潍坊市大力发展以低碳农业为导向的现代农业，加快农业升级，采取了多项举措积极促进优质低碳农产品出口，但是潍坊市低碳农产品出口对地区经济增长的贡献率不高，在低碳农产品出口中依然存在一系列的问题：农产品自身存在质量安全问题、农产品加工程度低，产品结构单一、农产品经营主体规模小而分散、劳动力素质低、国际贸易保护举措增多、出口市场过于集中、农产品价格不断趋高且波动频繁，这些问题制约着潍坊低碳农业的稳定持续发展。
本文在对潍坊低碳农业发展状况分析的基础上，进一步对潍坊低碳农产品出口现状进行分析，探究制约其出口的内部、外部因素。最后，提出促进潍坊低碳农产品出口的对策建议：加强农产品质量安全建设、发展农产品深加工、加强农业合作组织建设、加大对农民的科技技能培训、加强农业园区建设、积极应对国际贸易壁垒、全方位开拓国际市场，希望能够促进潍坊低碳农业的稳定持续发展。

Abstract：Weifang is our country agriculture area, as well as the export of agricultural products market, has the good agricultural foundation, relatively mature and stable export market environment. Population statistics show that 2011 weifang rural population accounts for 45.7% of the total population, rural population quantity. In recent years, weifang to vigorously develop low carbon agriculture oriented modern agriculture, accelerate agricultural upgrade, adopted a number of measures actively promotes high quality low carbon agricultural exports, but the weifang low carbon agricultural exports to regional economic growth contribution rate is not high, in the low carbon agricultural exports still exist a series of problems: own existence of agricultural products quality safety problem, the low degree of agricultural products processing, product structure is single, small and scattered agricultural operators to scale, low quality of the labor force, increasing international trade protection measures, export market is too concentrated, increasingly high and volatile prices for agricultural products, these questions restrict the weifang the stability of the low carbon agricultural sustainable development.
Based on weifang low carbon agriculture development situation analysis, on the basis of further analysis about the present situation of weifang low carbon agricultural exports, to explore the internal and external factors restricting exports. Finally, put forward countermeasure Suggestions to promote the weifang low carbon agricultural exports: strengthening the construction of the quality and safety of agricultural products, development of deep processing of agricultural products, strengthening the agricultural cooperation organization construction, increase science and technology skills training for farmers, to strengthen the construction of agriculture park, coping with the international trade barriers, comprehensive exploit the international market, hoping to promote the stable development of weifang low carbon agriculture.
