摘要：随着经济全球化的到来，人才已成为经济发展的决定因素，人才争夺战正在国际、地区间展开，谁拥有人才，谁就获得竞争优势。而吸引人才的关键在于人才发展环境，从某种意义上说，人才竞争也就是人才发展环境的竞争。本文通过对南京市人才发展环境的现状分析，来研究南京市人才发展环境存在的问题，为改善、优化南京人才环境提出一些建议和措施。

Abstract: With the coming of the economic globalization, talent has become the decisive factor in the development of economy, the hunt for talent is the international, regional launch, who has the talent, who will gain a competitive advantage. And the key to attract talents is the development environment, in a sense, talent competition is also the competition of the development environment . This article through to analysis the present situation of Nanjing talent development environment , to study the problems of the Nanjing talent development environment, in order to put forward some suggestions and measures for improving and optimizing the Nanjing talents environment.
