摘要：土地的集约利用，是我国建设两型社会，可持续发展的有效举措。开发区作为带动城市经济发展的载体，其土地集约利用意义重大。当前不少开发区存在用地不规范，结构不合理，生态破坏，土地闲置等现象，值得研究并提出对策。以慈溪经济开发区为前身的杭州湾新区，是2001年新规划成立的开发区。作为浙江省最具特色的海洋经济大平台、经济转型升级新亮点，对该区土地集约利用的研究具有现实作用。本文以杭州湾新区为例，在数据收集整理基础上，针对其土地利用现状和特点，对该区土地在利用过程中体现的问题提出相应对策，并进行初步的探讨。

Abstract: To make intensive use of land is an effective way for sustainable development of economy, and also is in line with China’s endeavor in building a resource-saving and environmental-friendly society. Intensive land use of development zones in particular, is of great significance in stimulating development in surrounding cities. Yet, various problems still exist in these development zones such as illegal use of land and irrational land structure while some land remains idle. All is worth thinking and countermeasures are much needed. Cixi economic development zone is newly founded in 2001 with Hangzhou Bay New Area as its predecessor and is a major platform for marine industry and economic reconstructing in Zhejiang Province. Thus, the research of land use in this zone has entailed more practical significance.
Citing the example of Hangzhou Bay New Area , this thesis aims to make a general study of the existing problems of land use in this area and manage to propose countermeasures based on the analysis of the data collected.
