摘要：随着世界经济的不断发展，外商直接投资（FDI）作为资本进入东道国的一种经济手段，越来越多影响到了被投资国的产业发展。FDI通过其示范、人才流动以及竞争作用实现了技术外溢的效应。技术创新，作为一个国家经济和科技发展的核心，是体现国家整体科研力量和自主创新能力的重要指标。2009年，中国正式提出了战略性新兴产业这一名词，明确了在今后的几年内要大力发展以新一代信息技术等为主导的七大产业，使其成为国民经济的支柱。战略性新兴产业发展的灵魂所在就是技术创新，这是一个国家的经济能否实现持续增长的关键因素。技术创新主要通过两个方面来实现其进步，第一是通过自主创新即不断的实现自身技术上的突破来达到其实力的提升；第二是通过对外的学习和借鉴，引进国外先进技术来实现能力的提升。FDI对于技术创新有什么样的影响？又是通过哪些具体因素来影响技术创新？这是本文要研究的内容。
本文首先介绍了目前国内外对于FDI技术外溢效应的相关介绍，并在理论上阐述FDI影响技术创新的具体因素，然后使用《中国高技术统计年鉴》中5大行业15个相关行业从2007-2011五年的相关数据来替代目前难以查找的战略性新兴产业数据，利用模型进行实证分析。最后，就如何更好的利用FDI的技术外溢效应，提出相应的政策建议。

ABSTRACT：As the world economy continues to develop, foreign direct investment (FDI) capital into the host country as an economic means, impacts on the country's invested industrial development. FDI through its demonstration effect of the flow of talent and competition to achieve the tech-
nology spillover effect. Technological innovation, as a national economic and technological de-
velopment of the core, is the embodiment of the country's overall research strength and innova
-tion capacity of the important indicators. In 2010, China formally proposed the term strategic emerging industries, specifically in the next few years to develop a new generation of inform-
ation technology as the leading seven industries, making it a pillar.
The development of strategic emerging industries is the soul of technological innovation, which is a country's economy can achieve sustained growth a key factor. Technological innov-
ation, mainly through two ways to achieve its progress, the first is that through continuous innovation to achieve their own technological breakthroughs to achieve its strength enhancement;second is external and learn from the introduction of foreign advanced technology to achieve capability. What kind of impact will FDI bring for technological innovation,? What specific factors will FDI influence on technological innovation? This is the content of this paper.
This paper describes the current domestic and international technology spillovers for FDI related presentations and theoretically explained FDI specific factors affecting technological innovation, then use the data from "Chinese High Technology Statistical Yearbook" of 15 related companies of five major industry from 2007-2011 to replace the relevant data which is difficult to find data of strategic emerging industries, using the model to empirical analysis. Finally, proposing appropriate policy recommendations on how to make better use of FDI technology spillover effect.
