摘要：教育公平是世界近现代教育民主化进程中一个普遍的原则。随着经济和社会的发展，教育公平问题也日渐突出。教育公平是社会公平问题在教育领域的折射和反映，也是公平价值观念在教育领域的体现和延伸。教育公平已经成为各国教育制度和教育政策的基本价值追求之一。在现代民主社会，教育公平已经成为教育现代化的基本价值取向，成为我国教育政策的基本出发点。由于受各种因素的影响，教育公平问题主要表现在教育起点、过程和结果的不公平。本文在阐述我国现今基础教育公平现状的基础上，对出现基础教育不公平的原因进行了分析，并提出了推进中国基础教育公平的对策性建议。

Abstract: Fairness in education is a universal principle in the world of modern education in the democratization process. With the economic and social development, education, equity issues become more prominent. The education fair is the issue of social equity is refracted and reflected in the field of education is also the embodiment of fair values in the field of education and extension. Equity in education has become a basic value the pursuit of one of the national education system and education policy. In a modern democratic society, education, justice has become a basic value orientation of the modernization of education, as the basic starting point of China's education policy. Due to various factors, education equity mainly in the starting point of education, process and outcome is not fair. This paper describes the basis of today's basic education fair status quo of basic education is not fair because the analysis and strategic suggestions put forward to promote the basic education fair.

我国的社会主义本质和社会主义教育的性质，决定了在教育公平问题上必然体现着不同于西方资本主义国家的本质特征，表现出教育公平的更高理想。尤其是随着我国市场经济的不断发展和教育改革的不断深入，教育公平问题从理论到实践、从理想到现实之间的转化问题必将越来越深刻地显现在我们面前，并不断地反映在各种实际的教育改革之中。因此，明确教育公平的观念并将其作为教育改革的核心，努力找寻在教育公平现实问题上的突破，始终是我国教育改革的基本出发点和永恒的追求目标。只要坚定理想，实现突破，我国教育的公平问题就必然能解决，我国的教育事业也必然会更进一步。另外，教育公平是社会公平的重要基础，实现教育公平，关系到社会公平的实现，关系到社会注意和谐社会的建设。可以这么理解，教育公平是实现社会公平的起点，而司法公平是实现社会公正的底线。我们必须通过教育公平的实现，促进社会公平的实现，促进社会主义和谐社会建设。教育公平的实现程度决定这教育民主化运动的走向，进而决定着社会民主化运动的走向，决定着社会主义和谐社会能否真正建成。
