摘要:2001年我国加入WTO后，我国的纺织业迎来了飞速发展的时机，再随着2005年初全球纺织品配额限制的取消，经过一定的沉淀，我国成为世界上最大的纺织品生产和出口国。但是在全球金融危机的背景下，欧美等发达国家于2009年提出了以碳关税为首的新一轮贸易保护措施，对发展中国家的高能耗产品征收除关税外的附加税——碳关税，而我国的纺织业恰恰属于高能耗高污染的资源密集型行业。因此本文在可持续发展观、科学发展观、绿色经济、绿色贸易的理念下着手于无锡纺织业，以无锡纺织业为缩影研究碳关税对我国纺织业的影响，及在低碳经济背景下无锡纺织业如何做出产业结构的优化和调整。

Abstract:Since our country joined the World Trade Organization in 2001, China's textile industry has entered a rapid development opportunity , and then with the abolition of global textile quotas in 2005, after a certain development, China has become the world's largest producer and exporter of textiles. But in the context of the global financial crisis, Europe and the United States and other developed countries led by carbon tariffs proposed a new round of trade protection measures for developing countries in 2009, the high energy consumption products levy surtax except tariffs -- carbon tariffs, and China's textile industry is a high pollution and resource intensive and high energy consumption industries. So this idea in the view of sustainable development, scientific outlook on development, green economy, green trade commenced in Wuxi textile industry, textile industry in Wuxi on the impact of China's textile industry microcosm study carbon tariffs, and under the background of low carbon economy in Wuxi textile industry how to make the optimization and adjustment of industrial structure.

无锡的纺织业是无锡的传统产业，有着悠久的历史。但是在新的形势下，无锡纺织业生存空间越来越小。自从我国加入WTO后，纺织业就面临着空前的机遇和挑战，而无锡的纺织业是我国的的重头戏，无锡纺织业的兴衰牵动着是我国的纺织业。在国际上关于碳关税讨论的背景下，本文对无锡纺织业受到的影响进行了剖析，并且相应地提供了应对碳关税贸易壁垒的策略。笔者认为碳关税仅仅是拉开了基于低碳经济为借口的贸易保护的序幕，以后会有更多以其他借口为幌子政治关系为主线的贸易壁垒。而我国的纺织业属于高污染、高排放的资源密集型产业，未来会面临着更加艰巨的挑战。因此，我国纺织业应该未雨绸缪，加快产业结构的升级和转型，使我国的纺织业在复杂的国际市场上处于不败之地。
