摘 要：本文通过对上海大火事故的反思引发对我国职业资格证制度的思考, 促进我国职业资格证制度的完善。职业资格证书是通过职业技能鉴定等方式对劳动者进行客观公正、科学规范的评价,反映了特定职业的实际工作标准和规范,以及劳动者从事该职业所需的实际能力水平。职业资格证是用人单位招聘、录用劳动者的主要依据。推行职业资格证书制度，是我国人力资源开发的一项基本战略措施。对职业资格证制度进行研究有利于提高劳动者素质；推动我国职业资格证的发展，促进行业规范性的完善；促进劳动力市场的建设以及经济的发展。

Abstract：Shanghai fire incident caused the thinking of the Vocational Qualification Certificates system and how to promote it. Vocational Qualification Certificates are used to evaluate the worker’s skills of the job. A good vocational qualification certificate system can improve the quality of the workers. More and more companies employ workers primarily based on the Vocational Qualification Certificates. The Vocational Qualification Certificates system is a fundamental strategic measure of the human resource development.
Pass the examination of the Vocational Qualification Certificates system will help to improve the quality of workers. It can not only good for promoting the industry standards, but also good for promoting the labor market and accelerate the economic.

研究内容和方法
本课题将结合上海大火事件，分析其中存在的与职业资格证和人力资源管理相关的问题。从细小的方面调查，对职业资格证制度有更具体，更深刻的认识。
案例分析法主要是对某事件的分析。本课题通过分析上海大火事件，研究其产生的直接原因，并思考解决相关问题的根本措施。
定性分析法就是对研究对象进行“质”的方面的分析。本课题通过对上海部分企业招聘电焊工职位的相关要求进行具体分析，研究职业资格证的发展现状，进行总结。
