摘要:全球气候的变暖，给人类经济的发展敲醒就警钟。发展低碳经济势不可挡。我国的低碳经济发展存在社会发展阶段、能源产业结构、技术水平低、温室气体减排等方面的制约，我国也相应提出近期目标、中期目标和远期目标。借鉴国外低碳经济的发展，我国的低碳经济发展要以产业结构调整、产品方式的改变、居民的消费习惯转变、能源的结构调整为基础，以政府的支持、法律法规的保障、政策的引导和市场的调节为保障，以低碳发展技术、能源的创新技术、低碳企业的带头发展和低碳产品的生产为核心，走一条从生产、分配、开发、运输、使用到废弃物循环利用的全过程的新型工业化道路。为应对低碳经济的发展，我国应推出完善碳经济市场的法律法规、加强技术创新，掌握核心竞争力、推动碳金融制度的建立，建立低碳经济发展的政策体系、发展可再生能源等一系列政策。

ABSTRACT:Global warming, to the economic development of mankind knock on the alarm. The development of low carbon economy, be a trend which cannot be halted. The development of low-carbon economy in China is restricted by some social development stage, the energy industrial structure, low level of technology,such as greenhouse gas emission reduction, China has put forward the goal in the near future, metaphase and long-term goal. Development of a comprehensive national low-carbon economy, forms the research thinking in line with China's national conditions: to the adjustment of industrial structure, product structure adjustment, change the mode of change, people's consumption habits of energy as the basis, to adjust the policy of government support, legal support, guidance and the market for security, with low carbon development technology, energy technology innovation, low carbon enterprise to take the lead in development and a low carbon products as the core, take a from the production, distribution, development, transportation, use to the new industrialization road waste recycling process. In order to deal with development of low carbon economy, China has established a perfect laws and regulations, strengthen technology innovation of carbon financial market, grasp the core competitiveness, promote the establishment of carbon finance system, policy system, establish the development of low carbon economy development of renewable energy and a series of policy.
