摘要:国际教育服务贸易已经成为一种重要的经济活动,并且发展迅猛。这种贸易形式在高等教育领域最为普遍,1999年,据经济合作与发展组织统计,各国的教育服务贸易额高达300亿美元。

   教育作为一种商品,其利益同教育私有化息息相关。市场创造出各种为了合同而相互竞争的私有企业。在美国,塞尔万学习系统获得了为十七个州的残疾儿童提供补习教程的合同。

   在许多国家,原本属于政府的责任正被卸下,在某些教育领域,转而由私有企业承担这种责任,进行基础性工作。据一家美国咨询服务公司(即国际数据公司)介绍,私有企业占据美国教育市场百分之十三的份额,而且他们的市场份额预计在今后的二十年中会扩大到百分之二十五。

   今天,我国的教育服务贸易市场参与度增大,其他教育服务贸易形势也有较大发展,但是总体来说存在市场占有率低,竞争力小的缺陷。要想得到进一步发展与完善,需要从宏观和微观两个方面入手。

ABSTRACT:International trade in education services has become an important area of activity and is undergoing rapid expansion. In higher education where this form of trade is most common, education services trade amounted to $US 30 billion in 1999 in OECD countries.3

   The interest in education as a commodity is linked to privatisation of education. Where markets are created private companies compete for contracts. In the USA Sylvan Learning Systems has won contracts to provide remedial teaching for disadvantaged children in 17 states.5 The dismantling of what was understood to be the responsibility of the government is underway in many countries and the groundwork has been put in place for private companies to take responsibility for certain areas of education. According to an American consultancy firm, International Data Corporation, private companies now have 13 per cent of the education market in the USA, but their share is expected to expand to over 25 per cent over the next two decades.5

   Today , our participation of education service trade has increased, and other education services trade has a larger development situation,However, there are some problems such as the low market share and little competition .In order to be a further development ,need to do a good work from Macro aspect and micro aspects.
