中文摘要：代课教师问题已经成为教育之痛，长远看来会对我国的教育事业带来许多不稳定的因素。本文通过对我国代课教师的生存现状和特点及其原因进行分析，结合教师专业发展和借鉴西方中小学教师聘任模式,试图寻找解决代课教师问题的对策,提出:优化教育系统编制结构，改善代课教师的社会地位;完善相关教师政策和教师法律，提高教师队伍的素质和教学质量;加强执行力,建立有效保障机制;授予地方政府应有的权力,逐步构建适合中国特色的教师任用机制。

Abstract:Substitute teachers has become a long term educational pain, to the education of our country bring many unstable factors. This article through to our country teacher 's survival present situation and characteristics and attribution analysis, combining the teachers' professional development and reference of western middle and primary school teacher appointment models, trying to find a solution to the substitute teacher the countermeasure of the problem, put forward to optimize the education system: system structure, improve teacher 's social status; perfect the relevant policy and law teachers of teachers, improve teacher the team's quality and the quality of teaching; strengthen executive force,the establishment of an effective security mechanism; awarded the local government due authority, progressively compose builds Chinese characteristics suitable for the teacher appointment system。

各级政府及教育部门一直很重视代课教师问题的解决。如重庆、广东、辽宁、陕西、安徽等省市自治区，都已经或正在着手解决代课教师问题。但是，由于代课教师问题的形成极为复杂，它的解决也不仅仅是教育部门独立可以解决的。它的解决涉及到人事部门的编制问题、涉及到财政部门的经费问题、涉及到人事与劳动保障部门的养老金问题，还涉及到各级政府在教育投入上如何分摊的问题。除此之外，还还涉及到农村基础教育师资补充机制问题、人事聘用制度改革问题。目前，社会及媒体过于关注在问题的揭露上，但是对于“代课教师问题”究竟如何解决目前鲜有讨论，我们期待公众、媒体的焦点能放在可行性解决方案的讨论上。
代课教师的存在，一方面帮助地方政府在有限的财政资源下，承担起了国家赋予的义务教育的重担。使得一些原本办不了学校的地方有了学校，使得一些原本接受不了义务教育的孩子有了书读。因此，代课教师在一定程度上，为国家义务教育的普及做出了巨大的贡献。相对于他们的付出，整个社会对他们的回报是远远不够的。对此，我们必须要尊重这一事实，尊重他们在特定时空条件下，为中国教育事业做出的巨大贡献。
