摘要:随着政治体制改革的不断深化,作为改革关键部分的政府的人事制度改革的引起社会的热议。政府的人力资源管理理念的提出,完全区别于以往的旧有的人事管理,将社会主义市场经济的竞争意识和企业管理中的效益理念、团队精神等企业人力资源管理的核心的概念吸收进入政府的管理之中,推动政府的人力资源的优化配置和政府的行政效率的全面的提高。本课题立足于政府的人力资源管理的现状,从理论和实践的角度探讨政府人力资源理念提出、发展、核心的内容以及当前我国在政府人力资源管理中存在的问题,在政府体制改革的大背景提出政府人力资源管理和干部人事制度改革的具体的措施和步骤,并借助于地方的实践典型来加以深刻的论证。

Abstract:With the deepening of the reform of the political system, as a key of the reform of the government ,the reform of personnel system has caused social hot debate .The new concept of human resources in the governmental management is Totally different from the past personnel management. The socialist market economic sense of competition and enterprise management concept of benefits, team spirit, such as the core concept of enterprise human resources management have been absorbed in the government management, thus making it easier to optimize the human resources of the government and improve the administrative efficiency. This subject is based on the present situation of human resource management in the government, and discusses the concept, government human resources development, the core content and current human resource management in government, the existing problems in the system from theoretical and practical aspect. In the background of the government reform, the subject proposes the measures and methods in the human resources management of the government and the reform of the cadre and personnel system with the local typical practice.

本课题是政府人力资源管理的现状与对策分析,立足于从政府的人力资源管理一般理论和内涵出发探究政府人力资源管理的特征、意义,并结合我国当前的政府人力资源管理的现状,从理论和实践角度提出我国在逐渐推进人事制度改革和完善政府公务人员的管理过程中应该具体采取哪些措施。立足于以上的思考框架展开论文的写作,采取了辩证分析法和历史分析法相结合,针对我国当前的政府的公务员管理的切切实实的现状以及其中存在的问题,进行原因的分析和对策的归纳,提供切实可行的方案。
