摘要:社区治理就是一个由社区内多元组织相互协作,从而形成各组织间的网络关系,提供多样的社区事务的持续过程。而其间所形成的组织间网络关系即构成治理视域下的社区组织结构。平江社区“1+4”的社区组织创新结构,是以党组织领导、居委会自治、工作站承接政府职能、居民事务服务所服务社区的优化组合,使原先比较混乱的社区结构在制度和职能上得以明确和界定。在治理视域下,社区组织结构应体现由“被组织”向“自组织”的转变,纵向上的党政领导性结构关系固然是需要的,而社区党组织与政府组织同时应与社区其他组织发展双向的指导、协商、合作型的平行、横向结构关系。城市社区治理正逐步呈现出政府与社区共同治理、社会各方力量共同参与、社区自组织充分发挥自治功能的格局,而这也将成为我国社区发展的路径参考。

Abstract:Community governance is a diverse community organizations collaborate to form a network of relationships among the organizations provide a variety of community affairs, ongoing process. XX社区组织结构创新是一个相对严密的结构体系,在政府职能转变的过渡期中体现了治理视域下社区治理的主要原则。本文借鉴平江社区的组织结构,力图创新出一种适用于苏州及周边城市的社区组织结构,其中所围绕的要素便是:多元组织、合作共治、回归自治。当然,社区组织结构设置上还有一些深层次的问题有待解决,包括社区长期以来对政府的依赖所产生的惯性,使政府在社区组织结构中的角色比较模糊。此外,还有社区主体参与的更规范的途径,及保障机制等问题。但总的来说,城市社区治理正逐步呈现出政府与社区共同治理、社会各方力量共同参与、社区自组织充分发挥自治功能的格局,而这也将成为我国社区发展的路径参考。
