摘要:当今社会舆论监督发挥着越来越大的作用，同时，所遭遇的公权力施加的压力和阻碍也越来越多，这些压力以暴露或隐秘的形式，表现在诸多方面。追究公权力面对舆论监督时所出现的各种异化行为，其背后潜藏的原因也有深有浅，有偶然因素、个体原因也有社会惯性的影响。因此要根据不同起因制定方法，防止公权力异化。保障舆论监督，更重要的是以塑造公民社会的目标为指引，以法制建设为保障环境，以舆论与公权力的交互作用为思考方式，来规范公权力运行，护航舆论监督。

Abstract:Nowadays, supervision by public opinions has played a more and more important role in our society. Meanwhile, the occurred pressures and encumbrances caused by communal authority are getting more. These pressures expose in many aspects visibly or secretly. If we look into all the dissimilations of communal authority, we may find the hidden reasons varied. There exists occasionality, or unavoidable social influences. Therefore, we should prevent the dissimilations of communal authority by different ways based on their causes. As to ensure such supervision, it’s more vital to regard public society as a guide, the legal system construction as a protection for environment, the interaction between opinions and communal authority as a way of thinking, by these efforts, we can standardize the running of communal authority, then come to the defense for supervision of public opinions.

面对舆论监督中的公权力异化问题，只有深入思考哪些原因导致了公权力异化，哪些异化行为造成了舆论监督的停滞和不便，又是哪些措施足以扭转公权力在错位和偏差的路途上越走越远，只有以这种真实的问题意识为导向，舆论监督权利的保障前景和公权力正常的运作前景才能让人期待；我国国体和政体的理论优越性才能在保障公民的各项权利上转化为现实；我国致力于建设的社会主义民主政治才能拥有真正的外部监督和群众基础。
解决这一问题，除了思维方式上的问题意识之外，还必须注意实施中的交互作用，也就是要采取各项相关措施，来保障舆论监督，实现构建公民社会的目标，；而又必须反过来使致力于构建的全方位的话语系统和完善的公共领域，来制约公权力运作中的异化。
