摘要:随着我国经济体制改革的不断深化，“市管县”体制与现代经济社会发展的矛盾日益突出，弊端日趋明显，“省直管县”是我国政治体制改革的必然趋势，它赋予县域更多的经济社会管理权限，充分调动了县级政府管理积极性，强化了县域发展的自主权，促进县域经济发展。本文通过对我国推行“省管县”体制的理论基础、现实可行性以及可能衍生的问题进行分析，探讨“省管县”体制在当今中国能够得以推行的现实条件、基础以及“省管县”体制如何通过合理的调整从而得以在全国范围内推行，并且能够切实有效的解决好“市管县”体制所带来的积弊。

Abstract:As the reform of the economic system goes on, the conflict between the “counties led by cities” pattern and the development of our modern economy. Since the former has shown its disadvantages gradually, a new pattern that named “counties led by provinces” is to become the must-chosen one. It has such advantages as providing counties with more power to regulate their economy, fully bringing out the initiation of the governments to run the affairs, strengthening their own rights to direct their paths. All these can promise a better future of those counties. Through analyzing the theoretical foundations, feasibility, and other possible problems, this essay discusses the practical conditions to perform this pattern. What is more, how “counties led by provinces” can be applied all over the country after proper adjustments so that it can solve the troubles caused by “counties led by cities” will also be paid attention to.

随着我国政治、经济体制改革和市场经济体系的确立和不断完善，改革“市管县”体制、建立“扁平化”的“省直管县”体制，已经成为推动经济发展和深化行政体制改革的迫切要求和战略选择。实行“省直管县”体制最明显的好处在于中央和省下放给县乡的各种权益将不易被市级截留，有利于县域经济特别是农村经济的发展。同时，中央和省级政府还能够更好地根据县（市）的具体情况，有针对性地制定县域经济发展的一系列方针政策，更好地扶持农村地区的经济发展。
在某种意义上，实行“省直管县”体制改革对于上级政府来说，事权变小了，但对生产力的发展是解放，是“松绑”；对于下级政府来说，放下来的权力就是生产力，其直接的效应是减少了环节，简化了手续，加快了速度，提高了效率；对于各类企业和社会经济组织来说，是上级“放权”最直接的受益者。逐步地还权于民、还权于市场、还权于法，不是政府的退位，而是政府的归位。政府成为有限权力的政府，这是我国经济和社会发展的大趋势。
