摘要:秸秆作为农作物的一项重要副产品，可循环再生、总量大、环保。加强秸秆禁烧和综合利用促进农业和农村节能减排，是党中央、国务院作的重大战略部署，是转变经济发展方式、实现经济社会又好又快发展的必由之路。我们必须对此高度重视。而地方各级人民政府是推进秸秆综合利用和秸秆禁烧工作的责任主体。基于此，本文说明了地方政府在政策中的重要性。其次分析了“秸秆焚烧”禁而不止的影响及其背后的原因。最后，就地方政府更好地履行职责提出了相应对策。这些措施对指导和启发政府履行职责、改善环境、实现我国新阶段农业和农村经济的发展具有现实意义。

Abstract:Straw as an important by-product of crops, recycling, total big, environmental protection. Strengthen stalk burning and comprehensive utilization promoting agricultural and rural energy conservation and emission reduction, it is the party central committee and the state council, is important strategy deployment, realizing the transformation of the mode of economic development and rapid eco-social development grants. We must understand this great attention. And the local people's governments at various levels is promoting a straw stalk burning in comprehensive utilization and main body of responsibility. Based on this, the paper illustrates the importance of local government in policy. Secondly analyzes "straw burning" impacts and the reason behind. Finally, better perform duties of local government countermeasures were proposed. These measures to guide and inspire government to fulfill duty, improve environment and to realize our country in the new stage of agricultural and rural economic development have realistic meanings.
