摘要：2009 年2 月1 日起，“家电下乡”政策在全国范围内进行推广。本文通过对盐城“家电下乡”政策实施状况进行实地调查发现：目前“家电下乡”政策在实施过程中取得了一些成效，但也存在着一些问题，本文从存在的问题着手，在结合其他地区“家电下乡”开展的经验的基础上对盐城地区开展“家电下乡”政策提出了政策性建议，以期为完善“家电下乡”政策的运行机制，全面推广该政策提供借鉴。

Abstract：The policy of “home appliances to rural areas” has been promoted in nationwide scope from Feb1, 2009. Through the investigation to the implementation of the policy of “home appliances to rural areas” in Yancheng, the article found that: the implementation of the policy of “home appliances to rural areas” has gained some achievements, but also exists some problems. The article, starting from the existing problems in combination with experience and references of “home appliance to rural areas” in other regions of the country, provides some policy suggestions on the developing of “home appliances to rural areas” in Yancheng area, in order to improve the operating mechanism of “home appliances to rural areas” and to provide the reference in overall popularization.

盐城市阜宁县“家电下乡”政策实施的情况到底如何？“家电下乡”政策在实施过程中会遇到哪些问题？阜宁县“家电下乡”开展的情况对其他地区有什么借鉴意义？
带着这些疑问，笔者针对盐城市阜宁县“家电下乡”开展过程中存在的问题开展了实践调研活动。在调查过程中，通过网上资料搜集、走访并调研部分家电下乡企业、当地政府部门人员访谈、对“家电下乡”受惠居民实地走访等形式进行了调查。在“家电下乡”政策实施情况的调研中，特别走访盐城市阜宁县人民政府、财政局，听取了有关领导关于该地区“家电下乡”实施规划的介绍，搜集了该地区各方面的资料。为了调查的准确性和全面性，采取了重点调查和抽样调查相结合的方式，重点调研了阜宁县城镇居民居地，并调研了该区的部分“家电下乡”定点企业，抽样调查了阜宁县的居民对“家电下乡”的看法。
