摘要：目前，村干部队伍建设存在众多问题。有的村干部对群众致富引导不力，服务不够；有的村干部文化水平低，思想观念陈旧，执行能力较差；多数村干部待遇较低，工作态度消极，干群关系比较紧张等。为完善村干部队伍建设，特以淮安市王营镇为例进行了调查与分析，通过问卷调查结合当地实际情况，分析原因,找出对策。

Abstract: There are a great deal of prombles in the construction of official organization at the present time.Some officials are not able to lead people to amass a fortune and can’t offer enough service; Some officials,as their cultural level is low and idea is old, can’t grasp and carry out the guideline policy of the Communist Party.Other problems such as low treatment,negative working attitude,strained relationship with mass. In order to strengthen the construction of officials，I take the Yingbei&Yingxi Wangying as the example to carried on investigation and analysis. With the questionnaire and local practical situation ,we hope to analyse the reasons,find out solutions,and help them to solve these difficulties.
