摘要：新型农村合作医疗制度自2003年开始试点实施到现在已经有8年的时间。但仍没有能从根本上解决农民“看病难，看病贵”的问题。本文以江苏省北部欠发达地区扬州市宝应县安宜镇齐心村为例，以实际调研访谈获得的第一手材料为依据，结合相关数据和文献资料，通过对新型农村合作医疗制度运行的影响因素的分析，以提出完善新型农村合作医疗制度的一些具有针对性的意见。

新农合自2003年试点实施以来已经成为政府和社会关注的热点。在几年的试点改革与实践中，新型农村合作医疗建设取得了一定的成就，试点地区的农民就医状况有所改善，农民的医药费用压力也有所缓解，医疗服务质量有所提高。但与此同时，新型农村合作医疗制度作为一项复杂的社会系统，在推广过程中也遇到了不少问题，如制度设计本身的缺陷、政府责任不到位、医疗卫生服务体系不能满足农民的需要以及农民自身存在的一些问题等，这些因素都影响到了新型农村合作医疗保险制度的健康发展。
