摘要:本文先提出了非营利组织与政府关系研究这一问题的源起，对“政府——非营利组织”的关系类型进行了分析。再以中国儿童少年基金会为研究案例，考察了现实社会中中国儿童少年基金会与政府的依附型关系。并根据对政府与非营利组织之间的依附型关系的分析发现了中国儿童少年基金会发展中的困境，最后再提出改善政府与非营利组织关系的途径。

Abstract：This paper first presents the origin of this problem which studies the relationship between non-profit organizations and the government, then analyses the types of their relationships. And take the China Children and Teenagers’ Fund as a case study, studied the dependent relationship of the China Children and Teenagers’ Fund and the government in reality. Find the difficulties in the development of non-profit organizations according to the dependent relationship between the government and non-profit organizations, at last put forward ways to improve their relationship.

问题的源起
随着中国社会市场经济改革和全面社会结构转型的不断推进，如何发展政府和非营利组织的关系，实现政府职能转变、推动社会民主进程和达到社会善治，已经成为迫切需要解决的重要课题。目前中国学术界对非营利组织与政府关系的研究主要侧重于两个方面：其一，部分学者基于“市民社会”理论视角，强调独立于国家之外的社会空间及其对国家权力的制衡和约束；其二，部分学者通过“法团主义”视角，强调国家对于市民社会的参与、控制以及国家与社会之间制度化的联系渠道。我国非营利组织本身处于发展的初期，兼之政策体系尚有待完善，不同领域、不同类型、不同规模的非营利组织，其与政府的关系也是不同的。
