摘要：随着网络社会地飞速发展，新兴网络媒体微博、贴吧、论坛等不断丰富着公众参与政策制定的途径。网络参与主体的多元化与平等性、表达内容的隐匿性与非理性有利于防止公共权力异化，却也因其民意代表局限性，网络内容的虚假性制约着政策制定，因此必须完善网络民意的表达法律制度建设，规范网络民意促进公共政策制定的伦理化建设，加强网络执政能力的建设，只有这样才能更加充分利用网络民意，提高政策制定的民主性与科学性。

Abstract:In the wake of rapid developments in network society, burgeoning media such as MicroBlog , post bar and forum are enriching the channels of the public participating in the formulation of policies. Network main participant bodies` diversification and equality , stealthiness and irrational of expressing content can help prevent public authority dissimilating. However, because of the localization of the representative of the popular will and the fictitiousness of network content restricting the formulation of policies, therefore, we must consummate the expressing legal system`s building of network popular will, promote the ethical construction of communal policies` formulation and strengthen the building of the ability of network in power. Only by this, the network popular will can be better made use of, the democracy and scientificalness of the formulation of policies can also be improved.
