摘要:现阶段,我国社会管理体制不能适应经济社会发展的需要,影响社会和谐稳定,迫切需要进一步深化社会管理体制改革。地方政府社会管理体制存在以下问题:社会管理理念传统且落后,社会管理机制不够健全,社会管理方式不够灵活,社会管理法规不健全,社会管理载体不够明确,社会管理人才缺乏。针对这些问题,应采取以下措施:转变社会管理理念,建立合理的社会管理机制,强化政府社会管理和公共服务职能,使社会组织和公民成为为社会管理的真正主体,加强事业单位改革,培养社会工作专业人才,畅通利益诉求表达渠道,促进社区建设和社区管理。
