摘要：如何实现良好的政治秩序以及有序的公民政治参与，是现代化进程中面临的一个难题。公民参与与政治秩序之间存在着张力，公民参与的扩大必然会对政治秩序带来一定的影响，甚至会引发社会矛盾和冲突。通过公民参与与政治秩序及其之间的张力分析发现，积极培育公民的参与意识，扩大公民参与领域，畅通公民参与渠道，健全政治参与制度有利于良好的政治秩序以及有序的公民政治参与的实现。

Abstract: In the process of modernization, how to achieve good political order and the orderly political participation of citizen is a difficult problem. There is a tension between civic participation and political order，expanding civic participation will bring a certain impact on the political order，and even trigger social contradictions and conflicts. Through analyzing civic participation and political order and the tension of them，activately cultivating the citizen’s consciousness of participation, expanding the areas of civic participation, opening the channels of civic participation, and improving the system of the political participation is beneficial to achieving good political order and orderly political participation of the citizen.
