摘要：随着我国人口老龄化速度的加快和“空巢”家庭的不断增多，老年人的养老问题已成为政府和社会各界关注的重大民生问题。社区居家养老是一种能够适应现代社会发展的养老方式,我国社区居家养老事业正处于初步阶段，还存在资金、人员、管理等方面的问题。为解决现存问题，以南京鼓楼区政府向“心贴心老年服务中心”购买服务为例，探索社区居家养老服务新模式，并提出拓宽资金来源渠道、健全相关法律政策、丰富养老服务内容等相应对策以完善我国社区居家养老服务体系。

Abstract:With the aging of our population accelerating,and the constantly growing of “empty nest”families,the problem of the providing for the elderly has become maior livelihood issues what governments and all sectors of society focused.communal huosehold-supporting is a kind of old-age support pattern which can adapt to the development of modern society.Our country communal household-supporting enterprise is in the preliminary stage,and still exists in many aspects of problems,such as funds, personnel, management and so on.this paper explores new model of Home-based Community Caring for the Elderly under background of Gu-lou District in Nanjing Government purchasing from “xin tie xin Elderly Service Center ” to solve the existing problems,and proposes corresponding countermeasures to perfect the system of our country communal household-supporting service,such as Broadening the channels of funding sources,Improving the relevant legal policy and Riching endowment service contents and so on.
