摘要:经过全球金融危机的洗礼后，至今还对国际资本的流动造成影响。外商直接投资是我国成功发展国民经济和区域经济的重要因素。再者，制作业作为我国的主流产业之一，它的兴衰走势关乎我国经济发展的未来。然而，由于当前企业成本不断推高、人民币的升值、欧债危机影响、美国“再本土化”政策的推出，东南亚国家推出引资新政策，制造业的外商投资撤离则成为我国经济发展的一大难题。本文就当前制造业外商投资转移的变化，分析了外商直接投资下降的原因，根据外商直接投资撤离对我国经济发展的影响，结合当前的发展实际，提出了引导外资转移、鼓励外商进口原材料并在国内生产产品、开拓引进外资的方式以及实施相配套的人才战略等对策。

Abstract:After the global financial crisis, still affect the flow of international capital. Foreign direct investment is playing an important role in our successful development of the national economy and regional economy. Furthermore, the production industry as one of the mainstream industry, its rise and fall of the trend is related to the development of China's economic future. However, due to the current cost of doing business continue to push constantly, the impact of the European debt crisis, the introduction of the policy of the United States to "re-localization", the Asian countries launched the new policy of the foreign capital, transfer of foreign investment in the manufacturing sector to become China's economy the development of a major problem. In this paper, according to the current changes in manufacturing transfer of foreign investment, I analyze the reasons for the decline of foreign direct investment, based on the withdrawal of foreign direct investment in China's economic development, combined with the current development of the actual transfer guide foreign investment. I suggest that we can encourage foreign imports of raw materials in the domestic production of the product, explore the introduction of foreign capital and implement Talent Strategy and so on.

制造业作为我国的主流产业之一，它的兴衰关系着我国未来的发展。然而，制造业的外商投资转移是影响我国制造业发展的关键。在如今新的形势面前，我们更应该站在新的高度来认识以及处理外资转移的问题，那样我们才能更好的合理有效地利用外商直接投资。外资转移的问题不是一个静态问题，而是动态问题。所以，在更好地解决这个问题上来说，没有一个固定的，唯一的答案。我们更应该及时地关注问题的发展，结合实际找出更合理的，更贴切的解决方法。
