摘要：红河工业园区地跨个旧、开远、蒙自三市。近年来，在各级政府的领导下，经过艰苦努力，园区开发建设取得了一定的成绩，成为了各界商家投资创业的摇篮。现已有红河钢铁公司、云锡集团公司、云南煤化集团、云天化国际集团红河公司等大型企业和上市公司的项目入驻园区。
红河工业园区是综合园区，按照现行财政管理体制规定，在利益分配上不利于省、州政府对园区建设相关政策的统一执行。为了加强红河工业园区的管理，促进红河工业园区建设，明确划分州与红河工业园区的财政预算收支范围和管理职权，调动各级建设工业园区的积极性，进一步为工业园区营造一个良好的投资环境，增加工业园区自我发展能力。红河工业园区充分利用新体制的机遇、充分利用自身特有的优势，工业化基础和劳动力成本优势，为中外投资商提供了广阔空间和众多合作机会，促进园区经济结构优化和财政运行机制的完善，带动地方经济迅速发展。根据红河工业园区发展状况，园区财政管理体制对园区财政收支范围、征管范围和入库级次；财政收入的留用与上解；税收返还；结算事项等方面的内容作出了规定。通过这些规定的实施来寻求红河工业园区财政收入增长的动力、力求揭示红河工业园区财政运行情况中存在的问题，从而为红河工业园区财政收入的可持续增长提供有效的政策建议。

Based on the development situation and park financial management system of Honghe industrial park , it makes an formulate on the range of the financial revenue and expenditure, collection and warehousing grades; the fiscal revenue’s retained and solution and the tax rebates, billing issues. according to working of the formulate, it seeks the power of rising the Honghe industrial park’s revenue, reveal the problems in the financial operation, then provide some effective policy suggestion for the sustainable growth of the fiscal revenue of the Honghe industrial park
