摘要：一个国家，一个民族，如果没有良好的阅读习惯和舒适的阅读环境，全民素质就提不高，实现现代化也只能是一句空话。因此，公共图书馆事业的发展也应伴随经济社会的步伐而跃进，消除“费用鸿沟”，填平“城乡沟壑”，建立起公共图书馆与读者之间“无收费站”的信息高速路。因此，有专家说，阅读人数，阅读量和文献资源的使用率才应该看成是衡量图书馆有无价值的唯一标准。
随着我国社会经济的快速发展,公民文化素质的日益提高，图书馆经费投入的持续增加以及人们对文化知识的迫切需求，使得公共图书馆免费开放的呼声越来越高。在我国公共图书馆免费开放服务成为必然趋势之时，我们要全面正确地认识公共图书馆免费开放的优势、劣势、机遇与威胁。因此，笔者利用SWOT分析方法，具体分析红河州图书馆免费向社会开放的优势、劣势、机会与威胁，以期能对红河州图书馆的发展以及结合自身情况决定如何为社会服务起到参考作用。

Abstract：A country, a nationality, if there is no good reading habits and perfect reading environment, the national literacy will not improve, achieve modernization is just an empty talk. Therefore, the development of public library should also follow the steps of economic society leaps, eliminate “cost gap “and heal the “urban and rural gully”, establish the “no tollbooth” information superhighway between public library and readers. Therefore, some experts point out that, the number of reading, reading quantity and the utilization rate of literature resources should be regard as the only standard of measure the library’s value.
With the rapid development of social economy of our country, The increasing of citizens’ culture quality, the library funds investment continues to increase, and people to the urgent needs of the cultural knowledge, make the voice of public library free and open growing more and more high . In our public library free service becomes a necessary tendency, we must correctly understanding the strengths, weaknesses, opportunities and threats of public library free and open, therefore, the author uses the SWOT analysis method, specifically analysis the strengths, weaknesses, opportunities and threats of Hong He state library free and open to the society, so as to be helpful for the development of Hong He library and in light of its own to determine how to service to the society.
