摘要:国际竞争日渐激烈的今天，关税壁垒已大大弱化，以技术法规、技术标准和合格评定程序为主要内容的技术性贸易壁垒已逐渐为各国所用。世界各国特别是发达国家越来越多地打着维护进出口经营秩序、保护国内消费者利益、保护生态环境等旗号，不断设置以苛刻繁琐的技术法规、标准、合格评定程序为主要内容的技术性贸易壁垒(Technical Barrier-s to Trade，简称TBT)。由于经济发展水平和科技水平的差异，各国的技术壁垒措施不尽相同，但均对国际贸易产生了实质性的限制作用，并在一定程度上阻碍或影响了各国和地区之间贸易与投资的发展。应对目前出现的贸易保护主义升温的局面，提升中国产品的质量和档次是最终冲破技术性贸易壁垒的根本保证。同时，中国要使要素市场的发展以及产业结构更加合理化，以保证资源的合理和有效配置。并减少出口补贴，保证出口和内需的平衡。 本文分析和论述技术贸易壁垒对我国对外贸易的影响，并提出相关对策建议。

Abstract:Nowadays，following with competition increasing in the world， tariff barriers has greatly weakened to technical regulations， the technical standards and conformity assessment procedures as the main contents of the technical trade barriers has gradually used for many countries. The countries of the world， especially the developed countries are increasingly dozen maintenance management order， protecting the import and export of domestic consumers' interests， and the ecological environment， continuously settings to harsh banner trival technical regulations， standards and conformity assessment procedures as the main contents of the technical barriers to trade (TBT)Replying to the present situation of protectionist warming， quality and grade of the products should be finally break the fundamental guarantee of technical trade barriers. Meanwhile，China will make the elements of the development of the market and industrial structure， to ensure more rationalization resources reasonable and in effective configuration. Meanwhile，to reduce the export subsidies so that can have the balance between the domestic and export.

从我国技术贸易壁垒的现状出发，分析技术贸易壁垒给我国带来的影响。技术壁垒标准高、且复杂多变，使我国出口产品很难适应，但是技术壁垒有利于维护国家经济安全和保护生态环境，有利于战略产业和幼稚产业的发展，有利于产业技术的提高。并明确指出了技术贸易壁垒合理利用的两原则即趋利、避害，并进而探讨了我国政府、企业和行业协会应对技术贸易壁垒的措施。合理的应对措施才有利于我国企业的发展和国民经济的增长。往后，随着我国产品结构的升级，以及对资源支配的优化，我国的出口企业将会大大地提高应对国外技术性贸易壁垒的能力，让中国的贸易产品跨越更多的障碍，真正实现国际化。
