摘要:软件外包就是一些发达国家的软件公司将他们的一些非核心的软件项目通过外包的形式交给人力资源成本相对较低的国家的公司开发，以达到降低软件开发成本的目的。软件外包逐渐成为软件行业的新兴动力。很多企业通过外包他们的主要信息系统来寻找其具有竞争力的优势。在中国作为一个朝阳新兴产业，国家高度重视，其软件和服务外包产业。特别是在当前全球金融危机的背景下，这样的技术密集型产业的发展，具有十分重要的意义，对目前的经济增长，促进就业，特别是高校毕业生的就业，以及工业结构调整和优化具有重要意义。
江苏作为中国的经济大省是中国重要的信息产业基地，具有发展软件与信息外包服务产业的独特优势和巨大潜力。经过近几年的发展，江苏软件与外包产业走上了快速、健康的发展轨道，江苏目前在软件外包的基础设施、人力资源、政策环境等方面具有优势，软件外包竞争力位居全国前列。江苏是中国最重要的离岸外包接包区域之一，同时也具有潜力巨大的内需市场。但其软件外包发展过程中存在着中高端人才匮乏、软件外包产业结构不平衡、拥有自主品牌和竞争力的大企业较少、知识产权保护等诸多问题，直接影响江苏省在软件外包方面竞争力的提高。通过对江苏省软件外包的现状及存在的问题进行分析，从而提出一系列措施如：加快龙头骨干企业培养，提升产业品牌、加强软件外包中高端人才培养和服务力度，完善多层次的培养体系，加大知识产权保护力度，进一步完善相关法律体系、着力提升软件产业载体建设水平、注重发挥产业集聚效应和区域的协调发展、加强招商引资力度等，促进江苏软件外包健康发展，从而带动江苏经济的发展。
