摘要:当前，随着陆地资源日益短缺、环境遭到破坏，人们逐渐将目光转向海洋获取需求。江苏省作为我国的海洋大省，海洋渔业产业正在迅速发展，已经成为振兴我省海洋经济、致富沿海渔民的重要产业之一。近年来，我省海洋渔业在产量和产值方面均取得可喜成绩，2011年，江苏海洋渔业生产总值约为3900亿元，占全省地区生产总值比重约为8%，比上年增长20%左右，足见海洋渔业在海洋经济起着举足轻重的作用。但同时我们也应该看到我国海洋渔业资源不断衰退的现状，海洋渔业发展面临严峻的困难和挑战。
本文首先从我省海洋渔业发展现状入手，总结我省海洋渔业产业的发展概况，所取得的成绩以及发现存在的问题。指出我省由于养殖技术、产品开发力度不足，使得江苏省海洋渔业发展的市场竞争压力日益增大，海洋渔业资源衰退的严峻现实以及我国海洋渔业政策制定和实施的不足之处，海洋渔业总体发展水平有待提高。
本文试图寻找技术创新、优质高效的发展策略来成为海洋渔业的核心竞争力。以科学发展观为指导，充分依托浅海滩涂资源和科技文化优势，大力发展海水增养殖业，转化产业发展模式，促进海洋渔业经济持续健康发展。提出加强江苏省海洋渔业产品质量工程建设和提高海洋渔业产品市场竞争力的对策，如何让技术创新、优质高效成为海洋渔业发展的核心竞争力，促进我省海洋渔业的持续快速发展。

Abstract:At present, with the increasingly shortage of land resources, environmental destruction, people gradually turned to Marine capture requirements. Jiangsu province as the ocean in China, the Marine fisheries industry is developing rapidly, has become a revitalization of the Marine economy in our province, rich coastal fishermen's one of the important industry. In recent years, the Marine fishery in our province in the aspect of yield and output value has achieved gratifying results, in 2011, Jiangsu Marine fisheries gross domestic product is about 390 billion Yuan, accounting for the province's GDP proportion about 8%, an increase of about 20%, which Marine fishery plays an important role in the Marine economy. But at the same time we should also see the status quo of China's Marine fishery resources was declining, Marine fishery development face serious difficulties and challenges.
This article first obtains from the Fujian Marine fishery development present situation, summarizes the development situation of Fujian Marine fishery industry of achievements and the problems found. Pointed out that caused by a lack of breeding technology and product development in our province, making of Jiangsu Marine fisheries development of the increasingly market competition pressure, the grim reality of Marine fishery resources recession and China's Marine fisheries policy formulation and implementation of deficiency, general Marine fisheries development remains to be improved.
This paper tries to find technical innovation, quality and efficient development strategy to become the core competitiveness of the Marine fishery. Guided by the scientific concept of development, fully rely on shallow tidal flats resources and technological and cultural advantages, vigorously develop seawater breed aquatics, transformation of mode of industrial development, promoting the sustainable the sustainable development of the Marine fishery economy.
