摘 要：2012年3月28日，国务院总理温家宝主持召开国务院常务会议，决定设立“温州金融综合改革试验区”。会议批准实施《浙江省温州市金融综合改革试验区总体方案》（下文统称“温州金改总方案”），要求通过体制机构创新，构建于经济社会发展相匹配的多元化金融体系，使金融服务明显改进，防范和化解金融风险能力明显增强，金融环境明显优化，为全国金融改革提供经验。一时间全国的人民的眼球又再度聚焦到了温州这个特殊的地方。本文主要是对于成立的温州金融综合改革试验区的综合研究分析。首先总结分析温州成为中国金融改革的先锋的背景因素和成立改革试验区的现实意义，再集中介绍了此次金融改革的主要内容、金融改革一周年的年度成效以及改革过程中的难点和不足，说明设立金融改革试验区对温州实体经济、民间借贷以及资信系统等方面产生的总体影响和实效，努力破解温州市经济金融发展中存在的中小企业多但融资难、民间资金多但投资难的“两多两难”问题。总结出此次温州金融改革的发展进程，分析其改革的利与弊，并提出了进一步改革发展的政策建设。

ABSTRACT：March 28, 2012, Premier Wen Jiabao chaired a State Council executive meeting to establish "a comprehensive financial reform pilot area of Wenzhou." Meeting approved the implementation of the "Wenzhou comprehensive reform pilot area frame financial plan" (call as "total Wenzhou financial reform plan" in following), requesting to build economic and social development to match the diversified financial system through institutional innovation, so that the financial services could significantly improve the ability to prevent and defuse financial risks enhancing the financial environment, providing financial reform experience for the country. For a time people once again focus attention to this special place -Wenzhou. This article is doing research and analysis on the establishment of Wenzhou financial comprehensive reform pilot area. Firstly it analyzes background factors of which Wenzhou become the vanguard of China's financial reform and the significance of establishment of the reform pilot area of practical, and then focuses on the main elements of the financial reform, the effectiveness of the reform on one year anniversary during the process as well as the difficulties and shortcomings, overall impact and effectiveness of setting up financial reform pilot area to Wenzhou real economy, private lending and credit systems, and tries to make out many small and tiny enterprises’ financing difficulties in Wenzhou, and not enough ways to invest .The paper sums up the development process of financial reform in Wenzhou, analyzes the pros and cons of its reform, and proposes further reform development policy construction.
