摘 要：经过近三十年的改革开放，我国的国民经济总量有了质的飞跃，企业创新能力得到较大提高。在整个中小企业群体中，最有活力的是科技型中小企业，技术含量最高的群体，对广大的中小企业具有很强的示范效应。目前，新一轮技术革命正在孕育的兴起，中小企业在经济和社会发展摆在更加突出的作用，科技型中小企业是我国国民经济发展的一支重要力量，是我国技术创新的主要载体和经济增长的重要推动力量，在促进科技成果转化和产业化、以创新带动就业、建设创新型国家中发挥着重要作用。它的发展壮大是我国高新技术产业化的必由之路。对于提升我国制造业的自主研发能力，加快产业结构升级，整合产业链，突破发达国家的技术垄断，使我国企业尽快走出“中国创造”的制造业升级之路具有重要作用。但是由于中小企业金融服务体系不健全，金融支持不到位及融资难等问题已严重限制我国科技型企业的发展，困扰着我国科技型中小企业的发展，并已经成为一种关键性的制约因素。因此需要政府和社会各界共同关注并给予比较完善的解决方案。
