摘要:江苏是全国实行“市管县”发展最早的省份，经过30多年的发展，“市管县”体制已逐渐成为束缚江苏发展的障碍。昆山市位于江苏省南部，经济发达，地理位置优越，原本为昆山市发展提供动力的“市管县”制度已经不再适用。
从2012年10月1日起，昆山市正式实行“省直管县”制度。对于昆山市来说，“省直管县”体制是一种制度创新，也是一种考验。昆山市连续几年成为全国百强县之首，实行“省直管县”，能更好更快的促进昆山的发展。改革的内容主要有：调整行政管理体制、扩大行政管理权限；转变政府职能、理顺条块关系；明确和强化责任、配套推进相关改革。实行新的行政制度，对昆山而言，有利有弊，一方面摆脱了地级市的束缚，增加自身的权力，增加了自身的独立性，促进经济发展；另一方面新制度与既有利益产生冲突，监督体系不完善。

ABSTRACT:Jiangsu is the earliest province to carry out city governing county,after 30 years of development,it has gradually become the shackles of obstacles to the development of Jiangsu. Kunshan city is in the south of Jiangsu Province,it is economic development and strategic location city governing county system is no longer applicable to develop Kunshan, it hinders the deeper level development of Kunshan. Since October 1, 2012, Kunshan City,formally introduced the system of province governing county.For Kunshan City, province governing county system is a system innovation and a test.For several years,Kunshan City become the first county of hundred counties in the country.The main contents of the reform are consisted of adjustment of administrative management system, expanding administrative privileges;the transformation of government functions, straightening out relations of the bar and clear and strengthen the responsibility of supporting up reform.The implementation of province governing county can promote better and faster development of Kunshan.It has pros and cons for Kunshan, on the one hand, it can get rid of the shackles of the city, enhance their power,increase their independence and promote economic development. On the other hand,the new system conflicts vested interests,lacking of supervision system.

当前，江苏的“市管县”体制的已经极大阻碍了县域经济的发展，已经不能适应新形势下协调可持续发展的要求。昆山建立政府扁平化的“省直管县”的行政体制己成为当前推动经济发展和深化行政体制改革的战略选择。
经过多年的高速发展，昆山市经济发达，其经济、人口、社会条件等丝毫不差于一般的地级市。如今昆山的经济社会发展已经站在了一个重要的关口，正处于发展方式转型的关键时期在新的起点上实现新的突破，面临着新的压力和困难。通过“省直管县”体制改革来进一步激发自身经济活力，增强发展动力，解决地区发展失衡等问题，为全面实现现代化奠定坚实基础。
