摘要：近些年来，我国各种重大灾害和突发性公共事件不断发生，对人民群众的生命财产安全和社会稳定都造成了极大的危害。突发性公共事件及其引发的危机成为社会日益关注的热点，本文以爆发的“非典”、“禽流感”疫情和2008年年初我国南方地区发生的历史罕见的冰冻灾害为背景，从突发性公共事件的定义、特征和影响的描述出发，对我国政府在应对突发性公共事件及其引发的危机中的角色扮演及处理能力进行分析，提出我国政府在该领域构建完善的危机应对机制以提高危机处理能力的相关措施。

[Abstract] In recent years, major disasters and public emergencies have brought severe damage to people’s life and property safety as well as social stability. Public emergencies and the crisises it triggered have increasingly been put under the spotlight. This thesis shall proceed from the definition, characteristics and impact of public emergencies to deal with the role and ability of the government in responding to such issues against the background of SARS, Avian Influenza and the snow storm in South China in early 2008. A series of measures shall also be proposed for the government to build a crisis-responding mechanism

突发性公共事件有其自身的一些基本特点，尽管我们无法完全避免由这些事件所引发的危机和带来的各种影响，但依靠健全的信息系统和危机快速反应机制，可以以较小的代价在较短的时间内控制和解决危机。我国各级政府作为公共服务职能的提供者，同时也是这一机制的建设者、投入者，在目前的突发性公共事件中已经体现出了较强的危机处理能力，然而也仍然存在各种不足。因此，我国政府必须在明确职能定位的基础上建立和完善应急机制和体系，增强应急能力。同时，必须转变政府职能，努力构建服务型政府，切实提高政府的危机处理能力。
