【中文摘要】“城中村”作为新时期的特有现象，是一种有序的、自组织的“类单位制”的社会经济运行系统，又被称为“都市里的农村”，目前已在许多经济发达城市迅速扩张，混乱无序的管理方式给城乡居民都分别造成不小的困扰，加大了政府管理难度，给社会带来极大的危害。本文以南京市江宁区成元路城中村为例，简要阐述“城中村”的内涵及特征，并对此现象造成的危害，以及引起危害的原因分四个方面逐一分析，最后结合国家具体国情，对“城中村”现象的治理提出合理的改造对策，争取能够减轻城中村现象的危害，缓解城乡矛盾，促进社会公平，构建社会主义和谐社会。

【English abstract】 "village in city" as a unique phenomenon in the new period, is an orderly, self-organization "class system" of social and economic operation of the system, also known as "rural" in the city, has been expanding rapidly in many economic developed cities, chaotic management approaches to urban and rural residents are causing problems respectively, increased the difficulty of government administration, and brings great harm to the society. Taking jiangning district, nanjing city ChengYuanLu village as an example, briefly expounds the connotations and traits of "village in city", and the damage to this phenomenon, and the causes of hazards points four aspects one by one analysis, finally combining with the concrete national condition, national governance on the phenomenon of "village in city" put forward reasonable countermeasures, can reduce the phenomenon of urban villages, alleviate the contradiction between urban and rural areas, promote social justice, building a harmonious socialist society.
