摘要：微博客因其信息发布简单快捷和评论、转发带来的极高到达率为不同层次的人们介入公共事务提供了新的途径。本文将以新浪微博为例，研究微博作为一种新型社会化媒体，如何在国内国际重大社会、时政事件中发挥作用，影响传播速度和事件走向，以及我们是否能理性、自律地使用微博，利用新媒体平台开放带来的有限自由，搭建传达公民意见的平台，影响公共事件决策。

Abstract：With the characteristic of simplicity, quickness, convenience, massive information and wide coverage, MicroBlog provide people from all walks of life with a new way to participate in public affairs.The paper take Sina microblog for example and try to study how microblog, a new type of social media, plays a key role in social and political events at home and abroad，affects speed of the events and determines development tendency of the events. The page also focuses on how to use microblog with rationality and self-discipline and if we can take advantage of limited freedom from the opening-up of new media to built the platform for comunicating public opinion for the purpose of changing the decisions of public affair.

微博是开放、自由的舆论平台，也是滋生谣言、宣泄情绪的出口，如同一把锋利的双刃剑，一方面它在突发事件的传播、解决中有着显著的优势，另一方面它作为一个公共信息服务平台，和其他的公共平台一样，一旦监管不力会滋生出一些危害公共安全的因素。微博客作为公众介入公共事务的新途径，需要公民强化个人媒介素养正确、理性地对待和使用。另外，我国有4亿多结构复杂、数量庞大的网民，不能仅靠网民自律，微博网站也要承担把关人的责任，做好监管审核工作，维护信息传播的良好秩序。
