摘要：随着我国城市经济体制改革的不断深化和社会主义市场经济的加速发展, 社区作为一种社会基层自治组织,其所具有的独特的社会功能逐渐显现出来。作为社会的社会基本单元，只有社区的“小和谐”才能带来整个社会的“大和谐”。我国的社区建设目前已经进入了一个新的阶段, 关于社区管理体制的改革成为理论界和政府部门讨论的热点, 全国上下许多城市也在社区管理体制方面进行了新的探索和实践。然而我国城市社区管理体制还存在着许多问题，比如社区管理体制的行政化色彩比较浓厚，社区的组织结构设置不科学，社区组织职能错位，社区管理制度不规范等等，因此需要改革旧的城市社区管理体制, 建立适应社会经济发展要求的新型社区管理体制, 使社区发挥出其特有的社会功能, 为城市及社会的进一步发展打下坚实的基础。我们所要建设的社区是一种自治的社区，是一种和谐的社区，是一个居民都积极参与社区生活和日常事务的社区，所以我们要加快城市社区管理体制改革的步伐，实现我国城市社区的自治。

Abstract：With the city economic system in our country the deepening of the reform of the socialist market economy and the acceleration of development, the community as a social grassroots self-governing organizations, it is a unique social function appeared gradually. As the basic unit of the society society, the only community "small harmony" to bring the whole society's "great harmony". China's current community management system still has many problems, such as community management system of the administrative color is more strong, community organization structure setting not science, community organization functional dislocation, community management system is not standard, and so on, so need to reform the old city community management system, and establish a social economic development to adapt to the requirements of the new community management system, make the community to play out its special social function, for the further development of urban society and lay a solid foundation.
