摘要:食品是否健康安全关系着人们的切身利益,近年来,中国食品安全事件不断发生,人们已急切要求提高食品安全水平。目前我国食品安全管理政策存在着食品安全管理政策的制定体制不合理、政策更新滞后;监管部门权责不明、全程监管机制缺失;对食品安全管理政策的执行力不够;风险监测和评估技术支撑力不够等问题。针对这样一些问题,可以通过如下措施建议加以完善:鼓励多方参与食品安全管理政策的制定;建立健全各部门沟通配合、全程监管的食品安全管理监管责任体系;在执行食品管理政策上有法必依、执法必严;提高食品安全管理政策的科技支撑能力和风险监测及评估水平。

Abstract:Food health safety is related with people's interests, in recent years, China's food safety incidents continue to occur, people are urged to improve food safety level. At present our country food safety policy existing food safety management policy formulation system is unreasonable, policy lag; regulatory authority duty is unidentified, the whole course supervision mechanism; on food safety management policy executive power is insufficient; risk monitoring and assessment technology supporting force is insufficient wait for a problem. In view of such problems, by the following measures: to improve encourages participation in food safety management policy; build perfect departments, with full control of food safety supervision responsibility system; in the implementation of food management policy, law enforcement be strict; to improve the food safety management policy of science and technology to support ability and risk monitoring and assessment of the level.
