摘要：随着城市化进程的加快和城市人口的迅速增加，城市交通的压力越来越大。而轨道交通凭借其运量大、速度快、准点舒适、无空气污染等特点为缓解城市交通拥堵和解决人们出行难做出了很大贡献，城市轨道交通如何发挥其优势也是城市健康可持续发展的重要课题之一。当前我国城市轨道交通安全管理存在的主要问题有法律法规不完善、安全监管机制不健全、缺乏有效的安全评估和审核、安全教育和培训不足等。其产生的原因主要是我国城市轨道交通发展历史较短，在安全管理上的经验不足，缺少对轨道交通高技术专业人才的培养。解决这些问题的对策可以有完善法律法规、加强安全监管机构建设、做好安全评估和审核工作、强化对工作人员和乘客的安全教育等，使城市轨道交通能够健康安全可持续发展，使政府、企业和相关部门以及个人都承担一定责任，逐步完善城市轨道交通安全管理体系，减轻城市交通压力，让轨道交通成为城市公共交通中举足轻重的运输系统。

Abstract：With the acceleration of urbanization and urban population increase quickly, The urban traffic pressure is more and more big. And rail traffic volume, with its fast speed and comfortable, not on air pollution characteristics to ease traffic congestion and solve city travel difficult people made great contribution, how to exert advantages of urban rail traffic is one of the important topics on sustainable development of the city. The current safety management in urban rail transit of China are the main problem is not perfect legal laws and regulations, safety supervision mechanism is not sound, the lack of effective safety evaluation and audit, safety education and training deficiency, etc. The reasons are mainly in urban rail transit of China development history is short, in the safety management lack of the experience, the lack of rail transit high technical personnel to the professional training. Countermeasures to solve these problems may have the perfect legal laws and regulations, strengthen the safety regulators construction, do safety assessment and audit work, strengthening the staff and the passengers' safety education, etc, urban rail transit to health and safety of sustainable development, and make the government, enterprises and related department and individual bear some responsibility, gradually improve urban rail traffic safety management system, reduce the city traffic pressure, let the rail transit a city public traffic important transportation system.
