摘要：产业集群作为当前世界颇具特色的促进区域发展的经济组织形式，在发挥规模经济和范围经济效益的同时，也可以促进并带动某一地区乃至整个国家的经济发展。而技术创新，不论是作为技术行为还是作为经济行为，都为经济的增长提供了有力的保证。由于金融危机等影响，常州纺织产业低成本的竞争优势逐渐削弱。如何通过技术创新等手段提升常州纺织产业的竞争力是一个值得研究的问题。本文在产业集群与技术创新的理论基础上，集合当前常州纺织行业的实际，探讨了纺织行业所存在的问题，并提出了相应的对策，以期对常州纺织行业的可持续发展提供一定的借鉴。

Abstract：Industrial clusters as the world’s distinctive forms of economic organization to promote regional development, while economies of scale and economies of scope, but also can contribute to and promote the development. Techno- logical innovation, both as a technology acts as an economic act, and provides a strong guarantee for economic growth. Due to the impact of financial crisis, low-cost competitive advantage by Changzhou textile industry weakened. By means of technical innovation to enhance the competitiveness of the Changzhou textile industry is a problem worthy of study. In this paper, based on the theory of industrial clusters and technological innovation, collection of Changzhou textile industry practical to discuss the problems in the textile industry, and the corresponding countermeasures, in order to improve the development of the textile industry in Changzhou.

本文以常州纺织产业集群技术创新为研究对象，通过分析该集群存在的原料及产品结构单一、产业链相对较短，产品附加值低、创新体系薄弱、品牌优势不强等问题，指出其在发展过程中的不足及出现这些问题的原因。然后，根据常州纺织产业集群所存在的问题提出了相应的解决措施。作为常州市的老牌产业集群，依然存在这些问题的原因主要体现在：产业集中度较低、原料及产品相对单一、创新体系薄弱、管理相对落后等方面。产业集群内的企业想要改变文中提到的问题就必须敢于开放思想，加强与集群内的其他企业联合；敢于向附加值高，但风险也相对较高的行业转型。与此同时，政府部门也应该引导产业集群的产品多样化，并且协助产业集群又好又快发展。希望通过本文的研究和分析，能对常州纺织产业集群及有着类似问题的其他产业集群有所帮助。由于自身能力有限，在研究常州纺织产业集群技术创新这一问题是可能存在考虑问题不全面、分析不透彻等问题，希望能够在以后的学习和工作中予以改进。
