摘要:由于历史和地理环境的原因，江苏省的经济发展具有很大的区域性，苏北的经济发展大大的落后于苏南的经济。第三产业是国民经济的发展中的重要组成部分，已然成为经济发展的一大推动力。苏北地区的第三产业发展水平远远的落后于苏南地区。苏北地区为了在经济上缩小与苏南的差距，应该把重点放在优化产业结构，大力发展第三产业上。当今世界，计算机技术和网络通信技术的飞速的发展带动整个世界进入了一个信息化的时代，网络经济应运而生。网络经济给予第三产业注入了新鲜的血液，所以苏北应该在网络经济的战略条件下，调整第三产业的发展。
本文总共分成四个部分，首先介绍网络经济的一些学术性的概念，其次对第三产业的战略性地位进行阐述，然后分析网络经济对第三产业的影响，最后结合苏北地区的第三产业具体发展情况，从网络经济的观点对苏北第三产业的发展提出战略性的发展对策和建议。

Abstract:Because of historical and geographical environment, has a great deal of regional economic development in jiangsu province, the economic development of north jiangsu greatly lags behind that of the southern jiangsu's economy. The third industry is an important part of the development of the national economy, has become a big driver of economic development. Subei region of the third industry development level is far behind the sunan region. Subei region in order to bridge the gap and southern jiangsu, in economy should focus on optimization of industrial structure, vigorously develop the tertiary industry. In today's world, with the rapid development of computer technology and network communication technology, the world has entered the information age, network economy arises at the historic moment. Network economy give the third industry has injected fresh blood, so subei should under the condition of network economy strategy, adjust the development of the third industry.
This article altogether is divided into four parts, first, introduces some academic concepts of network economy, and secondly on the strategic position of the third industry, and then analyzed the influence of the network economy of the third industry, and finally combined with the development of north jiangsu area of the third industry, from the point of view of network economy on the development of north jiangsu's tertiary industry development puts forward strategic countermeasure and the suggestion.

苏北由于历史的遗留原因和地理环境的差距，在经济发展中大大的落后于苏南的经济。同时苏北地区的产业结构也是影响其经济发展的一个重要因素之一。本文就苏北地区的产业结构进行着手，分析其第一、第二、第三产业对经济发展中的作用，着重研究苏北地区第三产业的发展现状，研究第三产业是如果带动就业和经济发展的，以及苏北地区第三产业结构中所存在的问题和弊端，并通过所学的网络经济知识，找出相应的发展对策和解决问题的方法，以便于更好的优化苏北的产业结构和促进经济的发展，缩小与苏南经济发展的差距。
首先本文研究了第三产业在经济发展中的战略性地位和网络经济在经济发展中所起到的作用来阐述，然后分析苏北当地的经济发展情况和经济结构，结合苏北的具体情况，应用网络经济的相关知识，对苏北的第三产业发展的方向和提出一些建设性的意见。
