摘要:自中央2000年正式提出“走出去”战略，全国各地纷纷响应，对外直接投资如雨后春笋般发展起来，规模也不断扩大。我国作为最大的发展中国家，1978年改革开放以来，经济开放程度逐年增加，综合实力不断增强，沿海地区绩效极为显著，许多地区具备了扩展对外直接投资的条件。富有六朝古都之称的南京作为我国沿海经济发展核心城市之一，经济结构逐渐完善，科技教育实力不断增强，当前资源已满足不了企业的发展需求，迫切需求扩大开拓市场。本文首先通过查阅数据、比较分析的方法先说明南京市对外直接投资的现状，然后从南京市外部和内部两个方面阐述南京市扩大对外直接投资的条件，并从近几年南京市对外直接投资的现状特点分析，得知南京市对外直接投资还存在投资规模小、分布失衡、管理及政策体系不完善等问题，最后针对存在的问题，结合对外直接投资发展需求，从企业自身和政府两个方面提出了相应的对策建议，以促进南京市外对外直接投资的发展。

Abstract:Since the formally put forward the strategy of "going out" in 2000, all parts of the country have responded to the strategy and foreign direct investment has developed as bamboo shoots after a spring rain with the increasing lager scale. In 1978,China,as the biggest developing country,has made great progress in opening economy degree,improving comprehensive strength and coastal area performance significantly .Besides, many areas have the capacity to expand foreign direct investment. One is the ancient capital of the Six Dynasties Nanjing known as the coastal economic development of our country's core city, has perfected its economic structure gradually,has strengthened its science and technology education . Now,it is urgent to open up the market due to the lack of resources .This paper mainly through consulting data, comparatively analyzing ,firstly introduce the status of Nanjing foreign direct investment,then from two aspects of external and internal states of Nanjing city to describe the development of foreign direct investment requirements.However, from the present situation and characteristics of Nanjing city in recent years in foreign direct investment, we can know Nanjing foreign direct investment still exist the problems of small investment scale, distribution imbalance, management and policy system is not perfect etc.Finally, in view of these problems, combining the requirements of foreign direct investment and development, from two aspects of the enterprises and the government putting forward some feasible suggestions to promote the development of Nanjing city's foreign direct investment.
