摘要：后危机时代，国际格局演变中的多极化趋势越来越明显，中拉合作有着较好的国际环境。新兴市场国家迅速崛起、国际力量对比日趋均衡化是后危机时代国际环境发展的一个显著特点。作为重要的新兴国经济体，中拉已成为促进世界多极化趋势和推动国际关系民主化的重要力量。在推动全球治理体系改革、建设公平有效的全球发展体系等问题上，在涉及人类和平与发展的诸多重大全球性事务中，中拉有着相同或相似的主张。我们可以看到，后危机时代，中国和拉美国家在国际金融经济体系改革等领域的配合更加密切，在多哈回合谈判、气候变化等全球性议题中的协调更加紧密。相信，在未来一个时期，中拉在国际事务中的合作将日益深化，中拉合作的全球影响和战略内涵会进一步提升。

Abstract：The trend towards a multipolar post-crisis era in the evolution of the international pattern of more and more obvious, and Latin America has a better international environment cooperation. Emerging market countries, the rapid rise of international forces increasingly balanced international environment for the development of post-crisis era a notable feature. As an important emerging countries, China and Latin America has become an important force to promote a multipolar world trends and to promote democratization of international relations. Promote the reform of the system of global governance, to build a fair and effective global development system, many major global issues relating to human peace and development in Latin America share the same or similar claims. We can see that the post-crisis era, China and Latin American countries in the field of international financial and economic system reform with closer coordination in the Doha Round negotiations, climate change and other global issues more closely. Believe in the future, the cooperation in international affairs and Latin America will deepening global influence and strategic connotation of the Sino-Latin American cooperation will be further improved

中拉在发展模式、发展理念等领域的交流和借鉴正面临新的合作契机。国际金融危机暴露了西方传统经济发展模式的缺陷和不足，引发国际社会对发展模式问题的深层次反思。中国和拉美国家在后危机时代的表现，说明世界上不可能只有一种发展道路，放之四海而皆准的发展模式并不存在。关键是各国要从各自基本国情出发，在充分借鉴别国发展经验的基础上，探索形成一条符合自身国情、有利于自身可持续发展的道路。中国的发展引起了拉美国家的关注，拉美国家的发展经验也值得我们学习借鉴。后危机时代，围绕如何促进经济和社会均衡、协调、可持续发展，如何探索一条符合自身特点的发展道路，中拉有着对话与交流、学习与借鉴的广阔空间。
因此，中拉贸易发展状况，归纳中拉贸易增长方式带来的影响，并提出了转变我国外贸增长方式的相关政策建议有着现实而积极的意义。
