摘 要:2010年，我国成为了FDI投资额最大的发展中国家，资金流入量达到了1057亿美元，这里面有好的又不好的，FDI让我国的经济得到了飞速的发展的同时也对我国环境造成了破坏使我国低碳经济发展压力巨大，在能源消费和二氧化碳排放上面，我国处于世界之最。当前形势是全球经济增速缓慢、中国经济下行压力增加。因此，我们应当积极研究合理有效利用外资，促进FDI与低碳经济的可持续发展。
这篇文章主要介绍了外商直接投资和低碳经济，并且通过SWOT对其进行分析。指出低碳时代我国引进FDI面临的主要问题有：FDI集中投向我国“高污染、高能耗”行业；FDI企业在我国环保违规；有害技术和设备通过FDI向我国转移；造成我国区域低碳经济的发展不均等。低碳时代下引进FDI应该以保障低碳经济发展为目标优化外商直接投资的投资结构，以调整加工贸易为手段合理引导FDI，以长期利益为着眼点提高当前FDI准入门槛，以促进节能减排为目标调整能源结构，以科学管理FDI企业行为为重心完善管理制度，以加快低碳经济发展为目标加速科技创新。

ABSTRACT:In 2010, China became the biggest investment country in the development of FDI, the inflows of $105700000000, there are good and bad, FDI makes the economy of our country has been the rapid development also on China's environmental damage is low carbon economic development of China's huge pressure, in the energy consumption and carbon dioxide emissions above, our country is in the world the most. The current situation is a slowing global economy, China's economic downward pressure increase. Therefore, we should actively study the rational and effective use of foreign capital, and promote the sustainable development of FDI and low carbon economy.
This article mainly introduces the foreign direct investment and low carbon economy, and through the SWOT analysis. This paper expounds the development situation of low carbon economy in china. It is pointed out that the main problems of low carbon era in China: FDI,FDI focused on China's "high pollution, high energy consumption" industries; FDI enterprises in China's environmental violations; hazardous equipment and technology transfer to China by FDI; cause of China's regional development of low carbon economic inequality. Low carbon era of the introduction of FDI should be the investment structure to ensure the development of low carbon economy as the goal of optimization of foreign direct investment, to adjust the processing trade as a means to guide rational FDI, long-term interests focus to improve the current FDI access threshold, in order to promote energy-saving emission reduction target to adjust energy structure, to the scientific management of FDI enterprise behavior as the center of gravity to improve management the system, in order to accelerate the development of low carbon economy to speed up scientific and technological innovation as the goal.
