摘 要:江苏省自改革开放以来吸引了大量的外商直接投资，吸引FDI的主要目的是获得发达国家的先进技术，并以此为基础培育省内企业的技术创新能力。高新技术产业是外商投资非常密集的领域，也是外商设立R&D机构较多、R&D投入力度较大的领域。发展高新技术产业，对推动江苏省产业结构升级、加快经济增长和提高劳动生产率具有不可替代的作用。但是，FDI能否促进省内高新技术产业技术创新能力的提升受到各方争议，在此背景下研究FDI对江苏省高新技术产业技术创新能力的影响具有重要的现实意义。
本文首先对江苏省高新技术产业的发展情况进行了分析，包括其现状和特点；紧接着分析了江苏省高新技术产业引进FDI的现状和特点；然后就FDI对江苏省高新技术产业技术创新能力的影响进行了实证分析，运用计量模型分析FDI对江苏省高新技术产业总体技术创新能力的影响，同时对高新技术产业内部各子行业技术创新能力的影响进行比较分析，结果发现，FDI对江苏省高新技术产业总体的技术创新能力没有显著影响，具体到各个子行业，只有医药制造业存在显著的正向溢出效应；随后解释并分析了原因，剖析了江苏省高新技术产业利用外资存在的问题；最终，在实证分析的基础上，从政府和企业两个角度提出了提升江苏省高新技术产业技术创新能力的政策建议。

ABSTRACT:Since reform and opening up, Jiangsu province has attracted a lot of foreign direct investment (FDI), in addition to acquire advanced technology, the more important is cultivating its own technological innovation capability. High and new technology industry is an important pillar industry in which foreign direct investment is very intensive and it’s also one of the biggest fields where foreign investors set up their R&D group. High and new technology industry plays an irreplaceable role in promoting the upgrading of the industrial structure, accelerating economic growth and improving labor productivity. However, whether FDI can promote the technological innovation capability of local high and new technology companies in Jiangsu province or not achieved in the dispute by all parties. In this context, it is of significance to analyze the FDI technology spillover effort to high and new technology industry in Jiangsu province.
The paper analyzes FDI development of high and new technology industry in Jiangsu province, including the actuality as well as the characteristics and so on, and then theoretically analyzes the actuality and the characteristics of high and new technology industry attracting FDI. In the empirical part, the paper analyzes the effects of foreign direct investment in the whole high and new technology industry, then using the econometric model to study the spillover effects to high and new technology industry internal sub industries at the same time. The results show that the spillover effects of FDI to the whole high and new technology industry are not remarkable. In each sub industry of the high and new technology industry, only the pharmaceutical manufacturing industry has obvious positive spillover effects. Then explain the reasons and analyze the problems of Jiangsu province high and new technology industry using foreign capital. Finally, on the basis of empirical analysis, aiming at the factors which influence FDI technology spillover effects of Chinese automobile industry, the paper gives corresponding suggestions from two angles of government and companies.
